It's most likely that 8 and 255 will be interpreted in the same way, but
the specification doesn't really insist on it: from the wording, using
255 should be at least as loud as 8, but I suppose it could be louder too.

Since the specification doesn't say, it is, by definition, unspecified,
so the interpreter can do what it likes: a warning message or an error
would not be unreasonable.
