[z-machine] Z-Spec 1.1 Sound

So, I've spent a little while updating my proposal to add even more useful
features to it, and the result is at

I've also written up a web page comparing the two different proposals, by
showing the Inform code needed to do various tasks using each proposal.

I'm also planning on posting about this to rec.arts.int-fiction pretty
soon, to get some more input.
